    Every country measures the ratio differently. This table projects seven countries' own age bands onto five common bands so they can sit side by side. Nothing is estimated: each cell carries the legal citation, the source and a note on what exactly is being measured.

    The ratio is children per adult professional. A lower second number means fewer children per person.

    Ratio does not mean the same thing everywhere. Read each cell's note before comparing numbers directly.

    Blank means not stated in the law. We enter nothing and never estimate.

    Germany
    Derived children-per-adult from the statutory factor per group FTE. Not a statutory 1:N.
    Austria
    Derived from max group size and minimum staff. Nursery covers under 3 as one band.
    Switzerland
    PAVO sets only a floor; cantons and communes set the numbers.
    United Kingdom
    Statutory 1:N per age band, no statutory group size. Under 2 is one band.
    United States
    Statutory 1:N plus max group per state; each state sets its own age cuts.
    Netherlands
    BKR: fixed children per professional per single year (dagopvang), weighting formula for BSO.
    France
    Taux d'encadrement by mobility, not age: 1:5 non-walkers, 1:8 walkers, or a single 1:6.
